以前是入围short list，现在终于签了合同了。应该合同在10几个亿？这个财年才一半，
华为就将近6个billion？

they wipe out everything, and rebuild an almost brand new IP based NGN network
, the 1st phase costs about 10 billion also, and they will have to spend more
for the coming services.
When considering services, the edge becomes more important than the backbone,
Huawei got the edge deal for the 1st phase, really nice.
