you can always offer chinese lessons in exchange for english lessons
it's called bartering

I tried, but it is not steady. People can only come occasionally. I just
want to go some places more stably.

Church would be a very good place if you are Christian. I know lots of
friend
in church. Or you can try ask someone to do Bible study with you, in which

can have conversation and make friends.

I am not a christian. And I feel uncomfortable if I ask christian for help
with my English while I know that I will not believe Jesus.
But maybe it is the best way to make friends.

I am pretty sure they won't mind. If you feel uncomfortable with such kind
of stuff, how can you make friends? Also, you never know what would happen
tomorrow. Don't say you won't do something ever. I know it might be awkward
to ask for help in the beginning, but after you build relationship with them
everything would be better.
One more stuff, as I know the kindest and most friendly Americans are
usually Christians. Maybe I am wrong but it's much easier to ask them than
to ask others.
