Many economists think that adding hours for employees is an important
precursor
to actual hiring. So the increase in involuntary part-time workers may
be viewed as disappointing.
why may it be viewd as 'disappointing' although hours for employees are
increased?
They should be happy, shouldn't they?

If the employers are hiring more part-time workers instead of adding hours
for their full-time employees, this may indicate that the employer sees the
demand to be temporary. This means that they probably will not be hiring
for full-time positions.

but, on the other hand, if an employer can increase the hours of part-time,
it may indicate that he can add a position of full-time in the future.

There is a world of differences between bringing people on part time vs full
time. Benefits are a huge consideration. Anyone familar with HR policies
will help you understand that.

Maybe. But the point was that the source thinks that an increase in OT for
FT employees is an indicator for potential raise in employment, and does not
consider an increase in PT employees to be a good indication. Which is
somewhat true - usually company hire more part-time worker in order to carry
them through "spikes", which means the company only expects the increase to
be temporary, and does not warrant the additional expense associated with
bringing more FT employees on-board.

Probably not chinglish, but you are right - the 2nd that was extraneous -
although it doesn't hurt.
The result of transposing spoken english too quickly into written english.
