It is a traditional plug flow aeration tank.
Here is the idea,
Adding baffles to force the flow going up and down of the baffle, as a
result the corners of the tank are reached.
I believe it is used quite often in practice, I just need something that
help to explain how it works, so I can come up with the dimension and the
performance gain.

Part of the reason of using the baffle is to reduce the aeration, which is
the major cost for the WWTP.
