Those are great questions, but I would ask the same questions in different ways if the position is for a network engineer, I would ask those questions in operation way in stead of in academic way. for example, in stead of asking what are those bits in OSPF hello packets, I would ask if OSPF adjacency does not come up, what are the steps you are going to take to resolve it.

vi, for which I was laughed at by my advisor for not using "a real editor" ( his words). He uses emacs. I suppose nowadays, for projects involving more than dozens of files, IDEs like Eclipse are the way to go.

for small scripts/papers, i use emacs, for large projects involving hundreds of files, i run a windows virtual machine, and use sourceinsight on the virtual machine. but i am sure you can use emacs for large projects, i am just too lazy to figure it out :p
