比如说February 12 due date, 算4年以内，是按博士学历日期还是博后开始日期？
如果差几天超过4年，可以自己在due date提前1个星期交吗？

是按博士学历日期
可以提前交，但最好是问问program office你的情况是否可以通融。。

固定的，除非是当地有天灾人祸（比如洪水飓风之类的），否则很难通融。

一定要打电话问，其实PO都挺nice的，一般都会跟其他人讨论一下。我觉得你这种情况
至少可以允许提交一次。问一下没坏处。

K99 applicants must have no more than 4 years of postdoctoral research
experience at the time of the initial or the subsequent resubmission or
revision application, and must be in mentored, postdoctoral training
positions to be eligible to apply to the K99/R00 program.
按照这条，应该是指不超过4年的postdoc吧
