选择study section的时候，是不是可以直接把specific aims 发给相应的 scientific
review officer，让他看看是不是fit他管的study section？

如果主动联系SRO并且把AIMS发给他的话，是不是违反规则？

I agree the best way is to email your specific aims page to the PO. The PO
can suggest to you potential study sections.
One thing I find helpful is to go to NIH Reporter. You may search by 'study
section' to see what grants that study section has funded in the past. This
is a much better way to assess fit than reading the study section
description.
