置顶的小费指南带有一定的个人偏见，居然也自诩为“指南”。既然是指南的话不应该
出现“做梦！”这样的情绪字眼吧？不知道版主是怎么审文的。下面让大家看看老美的

I don't think IRS will tax people on the income they don't receive. The
withholding and real tax paid are different. That is why people file tax
returns.
