偶有个paypal，是personal accout.
朋友要转190刀给我，结果忘了选personal,gift，还留言了。于是我在收到钱的时候，
就被扣了5刀
gross: 190
charge: 5
net: 185
有啥办法能拿回来啊？我如果issue a refund，会是什么样的后果啊？

If I or my dependents do not qualify for the Aetna Advantage Plans, I would
like to be considered for enrollment in coverage under HIPAA. HIPAA
eligibility requirements are explained below. I understand there are no
underwriting requirements and no preexisting exclusions apply. If I qualify,
please offer the HIPAA coverage and provide details regarding rates.*
