Search for 'poa annua' (i.e. 'annual bluegrass') and see if yours fit the

There must be a mis-communication between you and your LD, because this
doesn't make sense.
If done correctly, Kentucky Bluegrass (KBG) only need to be planted from
seeds once, and they should be there for many years to come. You don't
overseed small bare patches every year precisely because of the strong root
system you mentioned: KBG has this nice self-patching mechanism by spreading
the rhizomes.
It is also possible that your area isn't fit for KBG because it will die off
in extreme heat of summer. That's probably why you need to keep
overseeding it every year, but that doesn't sound economical. If this is
really the case, you may want to plant some warm season grass.
KBG seedhead needs a few months on the stem before being viable. If cut off
before that time, it won't grow new grass the next year. Actually if you
see seeds early on and they drop pretty soon, it is very likely they are Poa
Annua, which seeds are viable much sooner. If this is indeed the case,
your practice is actually encouraging more Poa Annua weeds for the next year.

Thanks for the info. I will let my LD knows. Our neighbors and him doing the
same thing every year. But anyway I will tell him.

That's definitely not crabgrass. You should check the ligule. If it is
pointed and silvery, and the tip of the grass blade is boat/canoe head
shaped, then it is Poa Annua.
Poa Annua is mostly a winter annual in that it germinates and grows in the
fall (you probably didn't notice them then), and matures and seeds in the
spring, then dies off in the summer. People consider them weeds because
their color is lighter and when they die they leave an unsightly patch.
The best defense against weeds is to have a healthy and dense lawn with good
grass such that weeds won't be able to compete. Before getting to that
stage, you do need to use hand pulling and/or chemicals.
Poa Annua management isn't easy. I think it is in one of two weed families
that should send chills down people's spines: one is "Poa whatever" and the
other is "Bermuda whatever".
I suggest you search 'Poa Annua management' on the web to see what needs to
be done after you have confirmed what you have is indeed Poa Annua. When
you decide to use chemicals, make sure the chemicals won't harm your
existing good grass (i.e. read the labels carefully first).

同意 fs1, 这个 100% 是 POA 啦,这个是 KBG 草坪
比较恶毒的杂草,但是还不是最恶毒的。 POT 比这个
恶毒而且难除掉。

BTW,没有选择性杀死 POA 不伤 KBG 的然后又适合
大众使用的药。Crab grass 有。
所以 Poa 是要比 Crab grass 专业一点的杂草。
Weed & Feed 不杀 Poa。
