国会绝对不会通过的。如果他propose个5%的cut,倒是要严肃对待。这个20%的cut，属
于漫天要价。可惜政府不是地产商。漫天要价这手段对政府不管用。
An unnamed Republican Congressional leadership aide tells New York Times
reporter Glenn Thrush that Congress has already become accustomed to
ignoring directives and suggestions from the Trump White House, as much of
the time they seem far removed from the realities of federal budgeting.
“Its a joke,” the aide said of Trump’s budget. “We’ve learned not to
listen to anything he says or does. We’re on our own.”

但cut funding确实是大势所趋。

在安装windows 10 的时候要读的一个很长的user statement 里面有一段直接说了，他
们可以读取和查看你计算机里的所有文件，包括private folder。看来在Snowden之后
，微软是豁出去了，连牌坊也不立了。
Finally, we will access, disclose and preserve personal data, including
your content (such as the content of your emails, other private
communications or files in private folders), when we have a good faith
belief that doing so is necessary to: 1.comply with applicable law or
respond to valid legal process, including from law enforcement or other
government agencies; 2. protect our customers, for example to prevent spam
or attempts to defraud users of the services, or to help prevent the loss of
life or serious injury of anyone; 3.operate and maintain the security of
our services, including to prevent or stop an attack on our computer systems
or networks; or 4. protect the rights or property of Microsoft, including

receive information indicating that someone is using our services to traffic
in stolen intellectual or physical property of Microsoft, we will not
