我 I-140 (NSC) Sept 08 也收到相同的 email (online update) 但是始终都没有收到
信。09/13 律师给我的回复是信还没到。今天又发信给律师，还没回复我。

确实，听起来似乎是你的pl描述有问题，不是本人资格的问题。
national scope这个，找些政府的白皮书，报告，还有国家范围内的统计数据，
套上你的专业，说就是了。
