I just got off the phone with the Vendor Management Office (VMO) at Qualcomm.
They tell me that since you are a citizen of China, they will need to get an
Export License
on your behalf before they can employ you as a consultant for Qualcomm.
PFA the document that lists all the countries that require an Export License.
I am told that it takes 45-60 days to get the export license.
This team wishes to have the resource reporting to work in 2 weeks and
therefore Qualcomm
will not be able to proceed with their offer.
Qualcomm’s hardware, software, source code and technology (“products”)
are subject to US
export control laws, including the US Department of Commerce’s Export
Administration
Regulations (“EAR”, 15 CFR 730 et seq.) and the US Department of State’s
International

export authorization
or licensing by the US government may be required prior to the export, re-
export, transfer or
release (“export”) of Qualcomm products to non-US nationals . To enable
Qualcomm to
disclose certain export controlled technologies and software in compliance
with the
requirements of the EAR, the undersigned must provide the following
assurance:
The undersigned will not knowingly export, directly or indirectly, any
products obtained from
Qualcomm or direct products thereof to any national or entity from the
countries listed in
Table 1 below unless in accordance with US export laws and with prior
written authorization
from Qualcomm Export Compliance.

of export
privileges, fines and/or criminal prosecution. Furthermore, the undersigned
’s failure to
comply with these regulations could result in termination of the undersigned
’s assignment
with Qualcomm and prosecution by the US government. The terms of this
written assurance
shall survive the expiration or termination of the engagement, assignment,
or visit with
Qualcomm, and any related agreement.

and ITAR.
