not necessarily, USCIS has no regulation regarding OPT expedition, so it
depends on your luck. The one needs $1000 is H-1B expedition, not OPT; also,
the fee is $1225 now.

success rate for asking OPT expedite process (before pending 75 days) is not
high, so don't count on it.
