这个信息不全，申请时间和opt开始时间都不能超过60天。

当然了，如果等到快到60天了才申请OPT的话，按照USCIS 2-3个月的处理时间，很大可
能收到卡的时候已经是离study completion 超过4-5个月了。但是对于这种情况，你申
请OPT仍然要设置start date在那个60天的grace period内。
uscis给你发的ead卡可能仍然是你的设置时间（你相当于有2-3个月因为等卡而把宝贵
的3月unemployment时限给浪费掉了）；uscis也可能不会那么蠢，会转而设置批准你
opt的时间为你的EAD开始时间，但据说这种情况下，你的EAD卡不再是整一年才过期，
而是少于一年；因为uscis仍然设置你completion date推后60天+12个月过期，而批准
时间为completion date推后60天+2-3月，两者相差不到一年。
综上，除非没办法，不要等到grace period才申请。
