这里盖房好像都没有防雨措施，连下几天雨，房子地下室就有很多积水。木板木条也都
淋湿了。

No need. It is just one of many houses you will be buying. You may live
there for a few years, and it soon will be some one else's house.
I remember I did the same thing when I bought my first house. I visited the
thing every day and took lots of photos as if I were to take it with me when
I pass. Sold it long time ago.
One lesson I learned is the need to limit upgrades when buying houses,
because the more you spend on upgrades the more you lose.

It does matter. Have contractor wait for it to dry and recompact the dirt.
