amazon payment并没有明确写明2W/200 transaction
但是amazon sell account明确写了2W/200 transaction，同时amazon自己注明，只要
50 transaction，就开始报
As a result of these regulations, sellers that exceed 50 transactions in a
calendar year, regardless of sales volume, will be required by Amazon to
provide taxpayer-identification information to Amazon.

这个是说只要超过50 transactions，就“要SSN”，没说50个就“上报IRS”

amazon小二告诉我只要超过2万就要报给irs，不管你transaction有多少。

超过是一定要报。没超过没说不报，就看amazon了。

这个2w怎么定义？是指收到的钱？还是包括了你发出去的钱？
