我去年十月份来美，上个月刚刚从加州搬到Illinois，我只有加州的Permit，没有美国
的驾照，但有国内的驾驶照。前几天发生了一起车祸，警察认为我没有合法的驾驶执照
。马上就要上法庭了。但事实上伊利诺伊州的交通法有一条豁免的条款：
Exemptions
Sometimes you may drive in Illinois without a valid Illinois driver’s
license.
You are exempt if you:
- move to Illinois and have a valid driver’s license from your home state
or country. You may drive with that license for 90 days.
- are an out-of-state student at a college or university. You may drive with
a valid license from your home state or country. This also ap

自己去查一查,在伊利诺伊州,permit和license的效力是否有区别?有区别你只好从了吧

I believe the police was correct.

还要看看加州法律对Permit和Licence效力的规定, 再寄希望于法官会采纳加州的对您
有利的规定.
但基本上没什么希望推翻伊州警察对于驾照问题的判断.

illinois的法官都讨厌california，就好比我们国内的地域歧视一样。比如一些issue
在illinois没有先例，那你可以援引ny,nj,康州，ohio，但是不要引california的，
illinois judges rarely buy them.
我觉得exemption适用。当时你如果根本就不掏CA的learning permit，一点事都没有。
你有国内有效的驾照，不存在无照驾驶的问题。

I don't agree. Note that you can drive with a lisence from your home country
within the first 90 days after you arrive in a state in the US. You have
been in the US for a year or longer. In order to drive legally, you need to
apply for a local lisence ASAP.

我觉得exemption适用。当时你如果根本就不掏CA的learning permit，一点事都没有。
你有国内有效的驾照，不存在无照驾驶的问题。
