如果没有这里常住合法身份， 还是cash一次性付清吧。就跟温州炒房团类似。

Cash only. She can not get a mortgage, but she can buy anything she want.
Moving money out of China may not that easy and she will need someone to
take care of the property after she bought it.

Find a realtor and let him/her walk through the process with you.
Most likely it has to be cash only. No one is going to lend your sister
money unless you co-sign the loan.
