it's better keep higher loan amount when refinancing, because that will give

Yes, you can, but you will get a higher interest rate which leads to a
higher interest payment in the future.

the larger the loan amount, the lower the interest rate you can get when
refinancing. this is because bank will earn more total interest from you, so
they are OK with a lower interest rate.
