we made an offer several weeks ago and it is still contigent. but teh agent
asked us today to sign the agreement. Should we sign it or not?

we have made a couple of offer, but didn't successfully close the deal.

It's buyer agent's job to close the deal, if he can't, that means he didn't
do his job. You don't pay anything for it.

agent agreement for that house or for all houses in a certain period?
if it's latter, fire him.
IF it's former, it shouldn't be an exclusive agreement, but a disclosure
that he represent your interest.
offer normally got respond in 24-48 hours. your agent didn't do his work
