How about this rate today?
Lender credit is $4000, but he said I could only use that towards closing,
which costs only$2700. So there are $1300 credit I cannot make use.
Is that true?

I just use zillow mortgage (3 times already). Go there, find the lender with
5 star rating and lowest lender fee (i.e. highest lender credits). The
list changes everyday, just pick the best one.
today for NJ 330 loan 2 lenders have 3.25 APR with 2000+ credits.
