7/23再次网上SR。刚收到USCIS回执：
We have received your service request and researched the status of your case
. There are currently no visas available to process your I-485 application.

看架势，visa已经内部U了。下月EB2排期肯定倒退，EB3也不会到2012年4月。起了个大
早，没赶上集。自己能做的都做了，命也，运也，时也，奈何？

看到大家的讨论，想起我几个月前做的一件事。
因为CONDO没有W/D connection, 所以我请了有执照的水电工来做了一个。现在用着也
没问题，我保存着他们的收据。
但是看到大家讨论PERMIT的事情，我是不是应该补申请一个PERMIT？
我自己用了没问题。就是想到如果我几年后卖房子，万一房子着火了，被淹了会不会
责任追索到我身上？
任何建议都感激。

你是怎么得出内部U的结论呢？人家只是说你的PD比cut-off晚，当然不会处理你的申请

还给你比较两个category的排期，这是自动relink的架势啊。看来不但内部U了，连下
个月的排期都已经出来了。

我也表示不解啊。
如果他们没弄错，那他们这样说岂不是等于泄露了9月VB？
要不然按照8月的VB，就算你说EB3的楼主没C，EB2也C了啊

发超了，USCIS自己内部会退到以前的某一个时间即楼主提到的CUT-OFF DATE，已防止
在发超的基础上继续超发。纯属个人臆测！

说不定也叫VISA BULLETIN，不然就没有内部U一说了。或者VISA BULLETIN有两种，内
部一种用于管控VISA NUMBER;外部一种,用于递交485申请。外部的，不会更新。

该催的还是要催的，尤其rfe几个星期的，说不定还有一线生机。根据去年内部u的情况
来看，并不是u后就不批了，去年u后还批了10几个。

想太多了。文中明确说please refer to www.travel.state.gov/visa。
显然这是奥本那个排期。
收到这个回复的原因应该是处理SR的人弄错了category。
看的是EB3的cut-off date，所以当然是没有了。

来个rfe然后迅速回复说不定能在8月前绿呢！一定要催！去年内部u了也有人批了的。

这不可思议，除非VB已经出，否则不会给出这种提示，哪怕拖着不回也不能出，因为这
不是针对一两个人，所以楼主还是确定下relink是否成功，虽然会退，但也不能放弃希
望继续催。

很怀疑uscis内部会有一个很明确的cut off date（因为今天还有比楼主pd晚的批了绿
卡，不过是eb2）.我觉得他指的还是我们能看的的VB日期。
因为楼主2014年从2类降级到3类，而现在的3类已经退到04年了，所以说是没有visa
number 和楼主的pd在cut off 之后了（这些都是指eb3说的啊。
不过就在这几天绿的数量来讲，eb2离u应该不远了。只能寄希望与新财年了。

我也觉得是这样, 肯定还有绿的, 9月才能拒绝批卡,
楼主应该继续催, 找T2, 明显是搞错了, 不能放弃希望.

内部U或者退是可以的，而且我也同意很可能确实已经内U或内退。
但是内U内退不能够以“PD早于cut-off”为正式理由。
没有其它指明的话，cut-off只能是当月的，不会是下月的。
这个回复还让申请人自己去看VB，显然只能是指公开可见的当月VB。
总之，虽然内U内退很可能已经发生，但是这个SR回复并不是有效的佐证。

我觉得，uscis内部的line是参考RD划下的。

这个只是针对EB3的。
网上有律师发帖说DOS预测下个月中国的EB2会小步前进或不动。中国的EB3在下一财年
开始会前进到2010或2011年。
