刚收到 USCIS H1B RFE
They are requesting that you obtain a certified Foreign Educational
Credentials Evaluation, as well as College/University Transcripts in English
, and the transcripts must be signed and dated by the person in charge of
records at your College or University.
我的成绩单在，但是盖章不是签字，这样可以么？
如果回去找当时记录成绩单的人估计可能早换人了，那是2006年的事了

帮朋友一问：
loan agent给了两个选择：
一个是低一点的rate, 但是要自己付closing cost
一个是高一点的rate(比低的每月多出33刀），agent给$3500 credit towards
closing cost.
大家觉得哪个好？马上要做决定了，实在想不好。
大家觉得以后利率会降下来吗？

这难道不好决定么？closing cost够么？够的话自己算第二个多付多少贷款啊，除非你
们觉得过两年能pay off

Firstly, "do as they say" is your best option.
2ndly, you might satisfy them by having your stamped transcript notarized
and attaching a signed official letter explaining it's the school's policy
that students transcripts are stamped rather than signed.
