You are probably talking about fire pit rather than stove. You need to check
your town regulations to see if it allows to burn grass or whether you need
a permit for use.

Yes, you are right. I won't burn grass on the ground. I will mow them first
and burn them.
The reason why I want to burn them is I want to get some compost for
my raised bed.
Fire pit is not good. When the wind blews, fire pit is very dangerous.

Fire pit actually is quite safe to use. I have one similar to the following
and have been using for three years.

If you make compost, it is better to keep the grass clippings green so that
you have nitrogen preserved. The green clippings shall be accompanied by
browns (tree leaves).
