I think tenured. But what you should do it to get onto the job market and get an offer from another school and if the current school really want you, it will solve the job for your significant other.
I've been working in US for 8 years and my salary is less than 8.8W. I am in one of the most expensive area. Income tax is about 20--40%. on top of that, you still pay sales tax, property tax.... So your real purchase power is about half of 8.8W. What visa will you work with? If h1B, you need to wait another >8 years to get green card. No kidding, I came to US in 2000 and no GC yet. So better stay in China.
