Called CSR got confirmations:
1. They only charge what is on your confirmation letter if the voucher went
through then you are good. You can see your payment history:they do not
charge the hotel. The airline charges flights first, and expedia gives a
refund for the flights---the difference is what you are supposed to pay. The
hotel is pre-paid and do not show in the payment history.
2. It does not matter where you fly from, as long as the voucher worked when
you booked the package.
This is the current info from CSR but it is possible that the manager
overrides the whole thing on Monday.
