不知道什么时候会出现 "Otherwise"这种情况，名额永远是有的，今年的用光了，明年
又有了，所以感觉Otherwise这种情况不可能出现。

我觉得可能两个排期只是暂时过度，以后可以只保留第一个排期，不需要第二个排期，
所有的人140批了都直接交485。

只要申请人数多于每年移民签证数，就会有排期；只要有排期，奥本就不会失业。（奥
本不犯大错，可以干到退休了）
