d000:0800 seems to be real mode address.
In protected mode, your just need to access physical address
d0800 for that.
If you run qbasic with win98, you are running in real mode.

If you are on the same system for the qbasic/dos and win98/vb,
your 0xd0800 address mostly likely cannot move for different os.
So my guess is that the way you access physical memory does
not work in win98/vb.
