yes, F is. But i don't think Bill is in book4, he was in Egytp at that time.
Charlie is in book4 though

nod nod, Charlie works with dragons in Romania. Bill works in wizard bank,
first in Egypt, then tranfered to Gringotts headquarter in London in book5.

Yes they met in book IV. Ron's whole family came to visit Harry
in the tri-wizard tournament. Rowling did mention Fleur eyed
Bill with some interest... never thought they'd be seriously in
love though. :)
