他那是进修，不是留学。张德江可是正牌儿的大学生，周恩来虽然没读大学，好歹也上
过语言学校。江泽民连个访问学者也算不上

But Jiang obviously was not a tourist.
And I don't think you can exclude people who worked overseas and returned to
China.
I think your definition is too narrow.

where is that official definition? 海归for me is someone one who returns
from overseas, the literal meaning of the word.
Though I went to grad school here, I don't really see the difference between
, for example,
1) someone who got their phd here and went back to china and
2) another person who got their phd in china and came to the US to work at
microsoft for 6 years and went back to china.
they are all 海归 to me.
why are you so attached to studying abroad?

跟你说了两遍了，海归指的是“留学归国人员”。“外出务工人员”，俗称“盲流”。
不要只看字面意思。“海归”不等于所有海外归来的。“盲流”也不是瞎眼的流氓

and again, in my example above, you are referring to someone "who got their
phd in china and came to the US to work at microsoft for 6 years and went
back to china" as 俗称“盲流”?
Are you serious?

恩来在日本上的是语言学校，泡妞太多，SAT没考过，痛苦流踢写了手《雨中岚山》。
跑到法国，连语言学校也没考上，只好回国了。
小平同志在法国专职做饭，连语言学校的门朝哪儿都不知道

“海归”=“留学归国人员”
“盲流”=“外出务工人员”（不管是在国内还是在国外打工）
