Normally, you have to pay both federal and state income taxes plus 10% penalty
if you withdraw traditional IRA before the retirement age. The penalty can be
waived if the withdraw is for medical, education or first home buying.
If you withdraw the money AFTER you go back to China, you should be
non-resident of any state thus own no state income tax. But if you go back to
China holding a Green Card, you will still have to file federal returns and
pay federal income tax plus the penalty.
