We applied for ITIN for my parents back in Feb. 08 to get some tax benefits.
Then we received our tax return in the exact amount as we filed. But I
suddenly realized that we never got the ITIN numbers issued by IRS. We
never got an official letter notifying us the result of the ITIN
applications. Is this normal??

You should receive a letter from IRS telling you the ITIN for your parents.
If not, call them.
