1）如果〉１８３天，可以作为dependent的话，父母自己要不要报１０４０？
2) 如果父母身份黑下来了，还能继续作为dependent吗？

no. actually I think they are not allowed to work here.
any link or further information for such a case? I hear a lot illegal
immigrationers need to have tax reporting, so that later they can be 大赦。
one of the conditions for 大赦 is reporting tax every year.

I have no clues for further information. You'd better consult a tax adviser
and/or an immigration attorney (usually such a quick consultation is free),
so that you may not be misled by "I heard from somebody/somewhere".
