最新一期的IEEE Power&Energy 杂志（Nov/Dec 2011）上有一篇关于中国风能的文章。
可是杂志编辑在文章首页用了一张很大的没有台湾岛的中国地图（看附件），不知道你
们看了有什么感受，反正我是不舒服。所以我就发email给杂志主编表示我的不满，可
是一直没有回应，估计是我人单力薄，所以我希望能在本版上找找人气。
其实我们都知道好多美国人（甚至有些地图）都认为台湾和大陆是两个国家，但是美国
官方向来都只承认一个中国（不管是PRC还是ROC)。我们这些在国外的可能也没什么机
会/能力给祖国出上大力，但有关面子上的小忙还是可以帮的。因此我希望大家能不能
也都给这个主编发发抗议信，至少要求他们承认是编辑上“疏忽”了。主编的Email如
下：

Dear Mr. Olken,
This is XXXXX writing regarding the improper China map used in Nov/Dec
edition of IEEE power & energy magazine. As a Chinese, it is very unpleasant
to see Taiwan island is not included in the China map on page 36.
Due to the complicated historical reason, different person may come with
different understanding about what does China mean based on his standpoint.
However, as one of the most famous and professional magazines in the power
industry, I wish IEEE power & energy magazine could also be very
professional in selecting the content to publish. If conflicting information
exists, I believe the official one should be applied.
According to Note 3 from U.S. Department of State link http://www.state.gov/s/inr/rls/4250.htm#note3, Taiwan is part of China.
"Note 3: With the establishment of diplomatic relations with China on
January 1, 1979, the
US Government recognized the People's Republic of China as the sole legal
government
of China and acknowledged the Chinese position that there is only one China
and that
Taiwan is part of China."
Also China map from U.S. Department of State http://www.state.gov/p/eap/ci/ch/ should be considered as the official map.
Personally I have been IEEE PES member for more than 10 years and IEEE power
& energy magazine is always one great resource for me to obtain accurate,
timely and current information on power industry. I believe the use of
improper China map is just an omission during publishing. But the
clarification is necessary to control the side effect to all Chinese readers
and reflect our professional attitude to our research and life.
