3 months before passport expire.
Usually you can mail all necessary documents to Chinese Consulate.

I heard from the consulate window you can start extending passport 3 months
before expiration.
But on the website they say you can start 6 months before your
old passport gets expired. So I guess 6 months is OK.
Note: if you want to travel internationally ( let's say go back to China ),
you cannot hold a passport that's going to expire within 6 months.
Either Chinese customs officers don't let you leave the country,
Or U.S. customs officers don't let you in.
