移民局的审案进度困惑

移民局的审案进度，这几年，特别是疫情以来是越来越慢，譬如最近一个月的数据：EB-5审案进度更新｜2022年9月。
而且，这都反映到了移民局监察办公室给国会的报告：移民局监察报告：审案拖延与人力不足｜2022财年中了。
讨论移民局的审案进度，并且分析今后可能的走势，是一个颇有价值的事情。因为，这将决定最新办理EB-5的投资人，多久可以拿到临时绿卡（虽然现在没有排期），何时将会“公开”遇到排期（在签证公告牌上反映出排期），以及预留签证消耗的情况，而且还包括老的外国投资人签证消耗情况，进而决定了老的中国投资人每年能够获得签证的数量。
移民局是一个黑箱，我们很难了解到他内部的情况，除了部分公开的内容。
最近，美国的业内博主Suzanne探讨审案进度的文章，总结了移民局在过去几年审理数量，以及审案官数量方面的变化：

具体内容我就不完全翻译了，除了审案数量，关键看一下移民局的审案官人数。在过去两年，移民局EB-5办公室，少了68人，从245人跌到了177人。
而据移民局监察办公室的报告，培训一名审案官上岗平均需要241天。
可以预计的是，即便新法案有要求乡村项目优先审批，但是考虑到移民局当前I-526尚有1.3万多件积压，想清理之后再进行新法案的I-526审批，至少清理到非中国的老I-526申请还需要大量时间，短期内，也就是1-2年内很难看到新的I-526获批，至少是大面积获批。
也就是说，老投资人有机会能够较长时间享用剩余预留签证，新投资人较长时间看不到排期出现。
