ZAEZ, located in the core engine area of the Zhengzhou-Kaifeng-Xuchang Zhengzhou Metropolitan Area, is an important fulcrum for building Zhengzhou Metropolitan Area and cultivating Zhongyuan Urban Agglomeration. It has an essential position in the domestic and international dual-circulation development pattern as a bridge that connects the east to the west and the south to the north. It is made clear in the Overall Planning of Territorial Space in Zhengzhou (2021-2035) (Process Draft) that ZAEZ is one of two cores of the functional space for Zhengzhou to build itself into a national central city.

郑州航空港的开发起始于1997年新郑机场建设，2013年成为我国首个、目前唯一一个由国务院批复设立的国家级航空港经济发展先行区，批复面积415km²。航空港实验区获批以来，得到党中央国务院与河南省委省政府、郑州市委市政府高度重视。
ZAEZ, first developed since the construction of Xinzheng Airport in 1997, became the first and currently the only national-level airport economic development pilot zone with the approval of the State Council in 2013, with an approved area of 415km². 2022年4月，河南省委、省政府以前瞻三十年的眼光，对航空港进行系统性重塑改革，将发展区域拓展为核心区（747km²）、联动区（1100km²，含核心区）、协同区（3200km²，含联动区），要求建成“现代化、国际化、世界级物流枢纽”、“中原经济区和郑州都市圈核心增长极”、制度型开放“中原特区”。

Positioning and Functional Orientation2013年，国务院批复了《郑州航空港经济综合实验区发展规划（2013-2025年）》，形成引导航空港有序开发建设的行动纲领和编制相关专项规划的重要依据。2014年编制的《郑州航空港经济综合实验区总体规划（2014-2040）》，锚定了总体框架，指导了航空港有序、可持续发展。2022年，河南省发改委主导编制《新阶段郑州航空港经济实验区高质量发展规划》，对航空港发展区提出新的空间格局谋划。在编的《郑州航空港经济综合实验区国土空间总体规划（2021-2035）》，统筹谋划了河南郑州航空港核心区新的空间框架和功能布局。
In 2013, the State Council approved the Development Plan of ZAEZ (2013-2025), forming an action program to guide the orderly development and construction of the airport and an important basis for preparing relevant special plans. The Master Plan of ZAEZ (2014-2040) prepared in 2014 has anchored the overall framework and guided the orderly and sustainable development of the airport. In 2022, the Henan Provincial Development and Reform Commission led the preparation of the "High Quality Development Plan for the Zhengzhou Airport Economic Experimental Zone in the New Stage", proposing a new spatial pattern plan for the airport development zone. The Land Spatial Master Plan of ZAEZ (2021-2035) under preparation has planned a new spatial framework and functional layout of the core area of Zhengzhou Airport in Henan.

According to the Development Plan of ZAEZ (2013-2025), the development orientation of the airport area is constantly optimized and polished. According to the new development goals, 21 urban functional districts are established in ZAEZ. As one of 21 urban functional districts, Zhongyuan Medical Science and Technology City will focus on the overall goal of building an open and shared “Global Hub of Biomedical Supply Chain, Air Silk Road of Medical Science and Technology Bridgehead” in the future, accelerate the gathering of a group of scientific research institutions, science and technology innovation platforms and leading enterprises, and help to build a modern biomedical industry system in Henan, thus becoming a central biomedical innovation and entrepreneurship highland with national influence, and building a world-class medical science city with global vision and international standards.

Under the current background of global industrial transformation as well as the optimization and adjustment of national regional economic layout, the development direction, function planning and spatial layout of Zhongyuan Medical Science and Technology City are in urgent need of a new round of review and research, considering the new opportunities for regional development with the expansion of Zhengzhou Metropolitan Area as well as the systematic reshaping and reform of ZAEZ. Research on Overall Urban Design工作范围：为中原医学科学城及其外围协同区，总设计任务面积约50.7km²。其中主要城市设计范围为中原医学科学城面积40.2km²，以及北部片区城市设计协同设计范围（国际医疗健康园）1.7km²，东部片区城市设计协同设计范围（生物医药园）面积8.8km²。
Scope of Work: It is the Zhongyuan Medical Science and Technology City and its surrounding collaborative area, with a total design area of approximately 50.7km². The main urban design scope includes theZhongyuan Medical Science and Technology City with an area of 40.2km², as well as the northern area's urban design collaborative design scope (International Medical Health Park) of 1.7km², and the eastern area's urban design collaborative design scope (Biomedical Park) of 8.8km².
工作任务：结合世界及中国医学科学发展趋势，面向郑州航空港新的发展定位和21个城市功能片区新格局，梳理、研判中原医学科学城（40.2km²）及其协同区（北部及东部协同区共计10.5km²）的功能定位、建设方向及产业协同发展思路；结合国内外医学科学城建设优秀案例，提出中原医学科学城及其协同区城市设计的创新理念和整体设计思路；评估中原医学科学城及其协同区现状建设情况，结合既有上位规划，提出片区城市空间与功能布局设计方案；针对城市综合交通、空间形态、风貌特色以及公共空间等方面提出设计提升策略，在深化阶段形成城市设计导则。

Urban Design of Key Districts工作范围：分为两个核心区，总面积约12.3km²。其一，从北到南、顺时针由黄海路、双鹤街、志洋路、梁州大道、东海路、双鹤街、鹤园南路、梅河路、冠园东二路、鹤鸣街、志洋路、梅河路所围合区域，面积约9.4km²；其二，是由彩鹤街、渤海大道、孙武路和蓝莲中路所围合的省医学科学中心所在区域，面积2.9km²。
Scope of Work: There are two core districts with a total area of about 12.3km². The first district is the area enclosed, from north to south and in a clockwise direction, by Huanghai Road, Shuanghe Street, Zhiyang Road,Liangzhou Avenue, Donghai Road, Shuanghe Street, Heyuan South Road, Meihe Road, Guangyuan East Second Road, Heming Street, Zhiyang Road and Meihe Road, with an area of about 9.4km².The second district, where the Provincial Medical Science Center is located, is surrounded by Caihe Street, Bohai Avenue, Sunwu Road and Lanlian Middle Road, with an area of 2.9km².
工作任务：在片区城市设计基础上，以城市空间形态优化和环境景观提升为重点，详细梳理现状用地的出让和建设情况，基于现实基础提出风貌形象定位及城市空间设计方案。强化对密度、强度、高度分区管控、形成对重点区域的城市空间管控、开敞空间组织、界面与轴线、节点与地标、交通优化解决方案等针对性设计内容，力求达到城市空间特色具有时代发展特征和应对未来的前瞻性，打造国际一流医学科学城高品质核心。根据方案情况制定形态风貌控制要求，对地下空间、景观环境和建筑控制等方面制定引导措施，深化阶段形成城市设计细则。

第一阶段：资格预审。

主办单位公开发布公告，面向国内外专业设计机构公开征集，设计机构提交相应的报名文件和概念提案，主办单位组织召开资格预审会，选取5家入围单位进入“方案设计及评审”阶段。
The organizer will publicly issue the announcement for soliciting design schemes from professional design institutes at home and abroad. The design institutes will submit the corresponding application documents and concept proposals, and next, the organizer will convene the pre-qualification meeting. Then, 5 design institutes will be shortlisted for the “Scheme Design and Review” phase.
第二阶段：方案设计及评审。
Phase 2: Scheme Design and Review.
在入围的5家设计机构提交《参与确认函》和《保密协议》后，主办单位将组织入围设计机构进行现场踏勘和答疑，并提供方案设计阶段设计任务书和设计基础资料。入围设计机构在规定时间内提交符合要求的成果文件后，主办单位组织召开方案评审会，并在入围设计方案中选出前三名优胜方案。
After the five shortlisted design institutes submit the Confirmation on Participation and the Non-disclosure Agreement, the organizer will organize the on-site survey and Q&A session for the shortlisted design institutes, and provide the design assignment and basic design data for the scheme design phase. 第三阶段：设计成果整合及深化。

原则上由获得第一名的设计机构在充分尊重方案评审会意见的基础上，参与成果整合深化工作。如第一名机构放弃成果整合深化工作，由第二名、第三名的设计机构按照先后次序取得整合深化资格。成果整合深化工作服务合同另行签订。
In principle, the first place design agency will complete the integration and deepening of the results on the basis of full respect for the opinions of the Scheme Design and Review Meeting. If the first place agency gives up the integration and deepening work, the second and third place design agencies will obtain the integration qualification in order of priority. 为保证整合深化成果的切合实际和有效落地，主办方有权邀请河南省内设计机构支持并配合成果整合深化机构，共同完成成果整合深化工作，河南省内设计机构工作费用由主办方另行支付。

After being reviewed by experts, the design institutes (consortia) that meet the design requirements will receive the following rewards based on their ranking (The following prizes are all before tax) :
第一名（1名）：获得奖金人民币 710万 元整（含210万元深化设计费用）。
First Place (one institution or consortium): A prize of RMB 7.1 million (Including RMB 2.1 million yuan for the deepening design stage).
第二名（1名）：获得奖金人民币 350万 元整。
Second Place (one institution or consortium): A prize of RMB 3.5 million.
第三名（1名）：获得奖金人民币 250万 元整。
Third Place (one institution or consortium): A prize of RMB 2.5 million.
第四至五名（2名）：每个获奖单位获得奖金人民币 150万 元整。
Fourth and fifth places (two institutions or consortia): A prize of RMB 1.5 million respectively.
竞赛后深化设计阶段费用 210万 元整（税前）。
Design expenses for the deepening stage after the competition will be RMB 2.1 million (before tax).
1、奖金在竞赛结果公示结束且没有异议后开始办理支付手续。
The payment procedures for the prize will begin after the competition results are publicly announced and there are no objections.
2、奖金以人民币结算，所获费用产生的任何税金由参赛设计团队自理。
The prize shall be settled in RMB, and any taxes incurred from the fees shall be borne by the participating design teams.
3、以设计联合体名义参赛的团队，主办方将只与联合体的牵头方联系和结算。境外设计机构若无法使用该机构帐户收取人民币的，可授权境内合法独立法人代收款项。
The organizers of teams participating in the design consortium will only contact and settle accounts with the leading party of the consortium. If overseas design institutions are unable to use their accounts to collect RMB, they may authorize domestic legal independent legal persons to collect funds on their behalf.
4、参赛团队配合奖金发放需提供国内合法增值税专用发票等付款资料，并按照要求配合完成费用结算各项手续。境外设计团队若无法使用本机构帐户收取人民币的，可授权国内合法独立法人代收款项及开具发票。

Intellectual Property Rights and Confidentiality Responsibilities1、参赛团队提交的全部设计文件在境外及中国境内均不得侵犯任何他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。如果参赛作品中使用或包含任何其他人的知识产权或专有技术或商业秘密，需参赛团队自行获得相应权利人的合法、有效、充分授权。参赛团队因侵犯他人知识产权或专有技术，或商业秘密所引起的全部责任应由参赛团队自行承担，并赔偿由此而给大赛组织各方所造成的全部经济损失。
All design documents submitted by the participating team shall not infringe on the intellectual property rights (including but not limited to copyright, patent rights), proprietary technology or trade secrets of any other party, both overseas and within China. If any intellectual property, proprietary technology, or trade secrets of any other person are used or included in the entries, the participating team must obtain legal, valid, and sufficient authorization from the corresponding rights holder on their own. The participating team shall bear all responsibilities arising from infringement of others' intellectual property, proprietary technology, or trade secrets, and shall compensate all economic losses caused to the competition organization as a result.
2、最终获奖及获选的参赛作品的知识产权归大赛主办方与参赛作品团队共同所有。大赛主办方在与最终获奖及获选的参赛作品设计者签署使用合同后，大赛主办方有权在本项目的实际应用阶段，可以全部或部分使用最终获奖及获选的参赛作品的设计成果、设计文件，也可对其进行综合调整。乙方享有研究成果的署名权，可利用研究成果来撰写科研论文、参加规划评优、工程咨询评优、职称评定和宣传本单位工作成就。
The intellectual property rights of the final winning and selected entries belong to both the organizers and the participating team of the competition. After the organizer of the competition signs a usage contract with the designer of the final winning and selected entries, the organizer has the right to use all or part of the design results and documents of the final winning and selected entries in the actual application stage of this project, and can also make comprehensive adjustments to them. The second party has the right to sign the research results and can use them to write scientific research papers, participate in planning and evaluation, engineering consulting and evaluation, professional title evaluation, and promote the work achievements of the unit.
3、甲方利用乙方工作成果调整、修改后完成的新的成果归甲方所有，甲方可依法享有就该项目成果取得的经济权利和其他权利。
The new achievements completed by Party A after adjusting and modifying the work achievements of Party B belong to Party A. Party A may enjoy the economic and other rights obtained from the project achievements in accordance with the law.
4、除参赛团队参赛作品中的设计标准、设计导则和绘图元素外，参赛团队不得将最终获奖及获选的应征方案用于其他的设计项目。

5、本次赛事过程中接收到的所有有效的参赛设计方案原件均不退回。

6、赛事过程中，参赛团队须签署相关赛事资料保密协议。大赛结果正式公布前，所有参赛申请人及相关人员，未经主办单位及承办单位同意，不得以任何方式披露、公开展示其参赛成果及任何竞赛相关的信息和资料，否则将被依法追究相应责任，并取消其本次竞赛的参赛、获奖资格，并对相应经济损失予以赔偿。

2、采用全球公开报名的方式，境内外独立法人企业或机构均可报名参赛。不接受个人或个人组合的报名。
A global public application method is adopted. Both domestic and foreign enterprises or institutions with independent legal status can apply to participate in the competition. No application from an individual or a team of individuals will be accepted.
3、参赛单位可独立参赛，也可与其他设计单位组成联合体参赛，联合体内成员单位最多不超过3家。联合体报名时，需联合体成员单位自行达成具有法律效力的《联合体协议》，明确牵头单位及成员单位分工责任及权益分配。
The participating unit can participate independently or form a consortium with other design institutes, and the maximum number of member institutes in a consortium is three. When signing up for the competition as a consortium, the member institutes of the consortium must reach a legally binding “Consortium Agreement” to clarify the division of responsibilities and distribution of rights and interests among the leading and member institutes.
4、在中国境内无公司注册的境外（含港澳台地区）参赛单位，如通过资格预审，进入第二阶段赛程前，需自行与境内设计单位组成联合体参加后续竞赛，联合成员数量不超过3家。
In case an overseas participating institute (including one from Hong Kong, Macao, and Taiwan), which has no company registration in the Chinese Mainland, passes the Pre-qualification, it needs to, before entering the second stage of the competition, form a consortium with a domestic design institute in order to continue to participate in the following competition. The number of member institutes in a consortium should not exceed three.
5、同一法人的企业及其母公司或全资子公司视为同一参赛单位，只能报名提交一个设计方案。
Companies with the same legal entity, its parent company or its wholly-owned subsidiaries shall be considered as the same participating unit, and can submit only one design scheme.
6、主创设计师需为参赛企业在册人员，主导参赛作品设计全过程，并作为主要方案汇报人员。若有不符情况，将取消参赛资格。最好有一名以汉语为母语的主要设计人员负责日常联络对接工作。
The main designer must be on the payroll of the participating unit, must lead the whole design process of the competition entry and act as the main design scheme reporter. If there is any discrepancy, the entry will be disqualified. It is preferable that participating institute/consortium have a main designer, who is a native Chinese speaker, responsible for the daily contact.

参赛设计单位登录大赛官网下载、填写《中原医学科学城城市设计国际竞赛参赛申请书》《中原医学科学城城市设计国际竞赛设计联合体协议书》《郑州航空港经济综合实验区涉密成果保密承诺书》；通过填写提交下方参赛资料包获取申请链接，向竞赛组织方提交参赛资料包获取申请；竞赛组织方将向参赛设计单位提供完整参赛资料包。
The participating design units log on to the official website of the competition to download and fill in the Application Form for the International Competition of Urban Design of Zhongyuan Medical Science and Technology City, Design Consortium Agreement of International Competition for Urban Design of Zhongyuan Medical Science and Technology City, Confidentiality Commitment of Confidential Achievements of ZAEZ. Obtain the application link by filling out and submitting the following entry package, and submit the application to the competition organizer for the entry package. The competition organizer will provide a complete competition information package to the participating design units.
