Last-minute wins for US science
A year-end push by the US Congress to pass a $915-billion spending bill has
delivered on a key initiative proposed by Francis Collins, director of the
National Institutes of Health (NIH).
In addition to funding the NIH at nearly $30.7 billion for the 2012 fiscal
year, the bill dissolves the National Center for Research Resources (NCRR)
and allocates a large portion of its budget — roughly 45% — to the
creation of a National Center for Advancing Translational Sciences (NCATS).
It is the biggest organizational change at the biomedical agency in decades.
The translational-science centre was proposed by Collins late last year and
fast-tracked by the administration of President Barack Obama for
establishment in 2012. But the dissolution of the NCRR has met with some
resistance within the NIH, particularly from those worried about the fate of
its programmes, which will be parcelled out to other NIH institutes and the
director’s office (see Nature 471, 15–16; 2011). And in June, Denny
Rehberg (Republican, Montana), chairman of the House Committee on
Appropriations for Labor, Health and Human Services, Education, and Related
Agencies objected to not having received a formal budget request for the new
centre. The committee made no provision for it in a draft bill released on
29 September. The reappearance of the centre in legislation passed by the
Senate on 17 December — and expected to be signed into law by Obama —
brings Collins’s initiative closer to reality.

Looks like 915B is for US science in general, not only for life science.
Although NIH get a big chunk of the pie.
Translational Science is quite different from the basic research conducted
in most Universities. It is designed to bridge the large gap between basic
research and lead identification in the clinic.

NIH gets about 30 b per year. The amount 915 billion is roughly how much US
spend on defense per year. Science can not possibly be that expensive.

这个915B显然包括了许多其他非NIH, 非science的预算。NIHgot30.7B

915B是余下2012的总budget.
不觉得创建一个translational research center有什么重大的意义。这不是一个美国
政府应该投资的方向。类似于Solyndra出的事,如果有政治参与,那么该死掉的企业不
死,有希望的企业就得不到机会。真正的translational research这一行可能从此被引
入歧途。
NIH最该干的是把所有的program都改成non-renewable. 一个新颖的idea,做了4-5年,
早就不新了。把有限的资源,投资陈旧的概念,和浪费也差不多。

915-billion 应该是明年整年的所有正常内政开支的钱,其中有30.7B是给NIH的。
这个数目和2011一样,比2010年的(30.8B) 还少,扣除了物价上涨因素,
其实是钱变少了。所以我不知道大家高兴什么
当然没有被拦腰对砍已经不错了。

还有什么sciences象biology 这么烧钱的。

“its budget” 中的 its 是指本句中的 ‘the bill’吗?那么the bill 又是指什么呢?上文中的唯一出现 “bill”这个词的地方是“a $915-billion spending bill ”。

在我的印象中,美国这里的食堂是既难吃,又贵,但是偏偏也不赚钱。
估计是美国这里无论什么机构,只要一变成公立的,立刻就经营效率大降
