上次听一个 CELL(?) 的编辑来讲, 她说 reviewer 写意见的时候可以写 “shadow
review” (?) 就是一份是返回给投文章的作者看的, 一份是保密只给编辑看的. 好
象是可以公开的说这文章可以, 要小改动一下, 暗地里给编辑说着文章是SHI, 千万别
发.
我当时问她, 科学讨论, 怎么可以这样干呢? 她哼哼哈哈几下也没回答, 反正象是常
规做法.

不只是CNS，一般期刊的审稿系统里都有给作者的和只给编辑的建议。一般期刊的审稿
人估计懒得再专门给编辑意见。当审稿人和作者有激烈斗争的时候，审稿人写点小报告
就不难理解了。
你提到的给作者说“小改”给编辑是“据稿”的情况应该是作者只看到编辑挑出来的指
导性意见，认为改起来不难为何要据我们。但是编辑基于各种渠道的汇总（所有审稿人
意见、编辑开会讨论）已经定调了。编辑是不会具体解释为什么要据的，给作者信里的
原因都很冠冕堂皇。有能量的老板一般这个时候会和他们私聊一下，看看有没有可能妥
协。
这些编辑要从世界最好的每20篇稿子里挑一篇，你说会不会挑花眼？

Sometime, certain work has been done to its best. But not justified to be
published on the journal. The only way to deal with it is to use the
section to editor only. Especially, when reviewing the revised vision, one
can see other reviewer's comments. I recently experienced such a case. The
work was a repeat of others but with more patient samples and better
patient data but no new conclusion. Even I pointed out at the first time
and select the rejection. It came back in a few months and other 2 reviewer
appear to be friends with the authors. Then I wrote a whole page plus
references to editor.
