可以搞，但得言之有理。USCIS 公布出来的处理时间 TSC 连续三个月都比 NSC 慢，而
且越来越慢，这是硬伤。同时 EB3 visa number 本财年最有可能用完，可见 TSC 的
EB3 是最大的受害人。NSC 最好也能有个能自圆其说的故事来。

没有区别，我有部车也是找不到Original Title，去DMV拿了个Duplcated Title后卖了
