是没有任何的费用吗？如果包括Escrow和title的费用还是很不错的。

Normally, purchase closing cost is higher than refinancing.

My agent said I only need to pay for home insurance and maybe prorated
property tax and mortgage interest. I saw 3.875% somewhere, but I am not
sure whether we that is interest rate or APR.

一般说的数字都是Rate，不是APR，如果你的Agent可以帮你Cover掉所有的Closing
cost，也是个不错的Deal。
