140.
可是LZ的这个就加急了. 我的律师也说可以加急. TECHNICALLY, 这不叫降级吧, 是从
新申请一个140.

What is a Form I-797C?
USCIS will send Form I-797C, Notice of Action, to a customer in order to
communicate information related to notices of:
•receipt,
•rejection,
•transfer,
•re-open, and
•appointment (fingerprint, biometric capture, interview, rescheduled).

On February 18, 2014, we mailed you a notice that we had registered this
customer's new permanent resident status. Please follow any instructions on
the notice. Your new permanent resident card should be mailed within 60 days
following this registration or after you complete any ADIT processing
referred to in the welcome notice, whichever is later. If you move before
receiving your card, please call our customer service center at 1-800-375-
5283.
Why it is jumped back to decision again... WTF. Hopefully this is OK....

很多人都这样，从发卡变成decision，其实卡已经寄出。
