我的RFE要求不是让翻译，而是：
Please be advised that Notarial Offices(Gong Zheng Chu)in the people's
Republic of China are prepared to issue civil documents attesting to such
matters as birth. Notarial certificates may be used aboard and are processed
through the notary offices located in all mayor cities...these documents
may be applied for by persons residing in China on behalf of friends... In
case where an applicant has no friends living in China, the request may be
submitted through the Embassy of PRC, Washington, D.C. for forwarding to the
appropriate notarial office.
