I filed 140PP for 9 days, no receipt, nothing. Is this normal?

You should at least get a receipt. Check with your lawyer. They should have
it.

I checked USCIS case status (old and new sites), no updates to my 140. My
check is not cashed either. I will need to ask my lawyer to see what's
happening. Thanks!

好多都是最后一天（第14天）批的，我是第13天……

If PP is accepted, USCIS will send an email/letter to inform your lawyer.
From the PP acceptance date, USCIS should make a decision on the 140 within
15 calendar days.

my attorney sent the PP to a wrong address...
After sending to the correct address again, the case is approved in about 7
calendar days.
