With my own experience, I think most probabily there is another topic
currently existing in your boss' mind although he had ever mentioned some
implementation stuff you talked about before. Some professors does not care
too much about a shor-term paper, instead, they may want you to do more
theoretic work and end up with a "big work". Since he do mention that your
project could be the main contribution of your final dissertation, you should
not worry about the publication stuff. My suggestion is

Actually, it is common in USA school, quite different from Chinese style. When
I study as a MS in China, my boss always push us to tranlate our data (in
fact, just very very small amout of data) into a paper no matter if these data
are double checked or not. By the way, since it is short of enough experimetal
facility (e.g. STM, TEM), you can only did these characteriztion once. You
know, the number of papers is so important inssure in China related to your
boss and your graduation.
