我之前有一个idea在一个会议上发表过了，现在想用这个idea再做一些实验投一篇
letter journal. paper我已经写好了，其实内容至少有60~70%是不一样的东西。投
paper时候网站上说:"Has any portion of the paper been published in previous
conference or journal?"如果是的话，就需要列出来。这种情况我需不需要答yes? 还
有就是需不需要引用之前conference的paper? 会不会回答了yes，引用了之前的
conference，会影响中paper的机会？我看其他有些教授同样的idea有些不一样的东西
，也没有引用，也可以发表。请高人赐教。谢谢！

You should cite your own paper and clearly point out the improvement.

just my 2 cents
it is actually helpful for you to get in since the published conference
paper already gave the credit to your project. What you need to emphasis is
the improvement and completion of your project which is fundamentally
different from a conference paper. conference needs fresh idea, journal
needs fresh idea+ a completed work.
