Learned from various sources that if you are interviewed for a tech position
, you don't have to wear business formal suit. Would this rule be valid for
environmental consulting firms? I'm a female, would light color shirt and
black skirt do the trick?

male, suit and tie always.
female, whatever you like, should be kinda formal.

my husband tried to pursuade me to wear black wool suit, ft, kill me ba in almost 40C temperature. ok, i will go with shirt and black skirt this time. if the HM won't
hire me because of this, i will report later.

i heard business casual is risky during interview. what would be a safe
business casual look?

Unless that's a law firm/governmental job, or the hiring manager ask you to
do so, the business casual is pretty safe.
For a typical one, a formal shirt/pant will be good, I will say B/W is cool.
Or, you can ask the HR for a possible dressing code.
