urgent question about R21 impact score

My R21 received an impact score of 20. How is this number? The percentile
is not available in my eRA commons account. Can I ask the program officer
to know the percentile?
I am a new faculty member and don't have any NIH application experience in
the past. Your help and advice is greatly appreciated.
Thank you so much. (sorry that I can't type Chinese using my office
computer)

This is a good score. It may be funded depending on your institute.

分数很好，R21一般没有percentile的

Just learned from a senior faculty member that the pay line for R21 at NIAID
is 30 (overall impact/priority score)in FY2016.

99.9999%了。NIAID是hard payline.只要到了payline,基本上都给。

Thank you so much for this encouragement!
I got an email back from one of my Ph.D. committee members who is currently
working in one of NIH's institutes as a SRO, not in NIAID. Here is part of
his email: “That is a very good score and it is likely to be paid but
every institute is different and there are all kinds of factors including;
set asides, program project priorities as well as new investigator
initiatives. Overall, I would be fairly optimistic for you at this point.”
My questions to you guys are: what are the set asides and new investigator
initiatives? Thank you for your input.

I got a response back from my PO. He said:
Good afternoon Dr. XXX. Our R21 payline is set at 30, so an R21 that
received a priority score of 20 would be funded.
