有个老印，特别picky，落她手里的proposal基本没有能过的。在cover letter里能否
exclude这个reviewer?说conflict of interest，因为研究的东西近似？

好像有个PHS assignment form可以exclude reviewer

If you are using the correct NIH form, you no longer include these things in
the cover letter. There is a section for you to do it at the end of the
grant. Btw, it is only a suggestion. The reviewer officer still can use
the reviewer. The NIH changes several requirements last year including it
eliminate a criteria in the vertebrate animal section. I know most of the
PI don't read the "instruction," but you should at least skim through it. I
have a reviewer try to put a negative remark on a grant because he/she is
unaware of the change.
